Every cycle runs against a policy file your team writes once and the agent enforces every time. Floor ROAS caps a return ratio per channel — anything below it is paused, not negotiated. Max-daily-change caps the percent of budget any one move can shift in a single window. The allowed-channel set names where the agent can spend and where it cannot. Blackout hours freeze the buyer through finance close, retailer maintenance windows, and after-hours brand review. These are hard constraints: if a reallocation would breach one, the agent does not take it and logs the declined decision.

For the seeded team, that means floor ROAS sits at 2.0×, max-daily-change caps moves at 20%, blackout hours run 22:00 – 06:00, and the allowed-channel set is Google, Meta, TikTok. Your team's file replaces those values the moment your account goes live.
